Procedure For Changing Division Rankings
If a team wants to classify up a division, example-going from C
division to B division, they may classify up a division at anytime.
If a team wants to classify down a division, example-going from
B division to C division, they must contact their Local Director and/or the
USFTL National Office for
re-classification and this must be done at least 6 weeks before a USFTL
sanctioned event (excluding USFTL National Championships).
All teams must be classified no later than October 1st
for the USFTL National Championships . NO EXCEPTIONS!!!

from the USFTL website:
